Each market is scored on four independent axes – commercial colocation, hyperscale cloud and self-build, AI market maturity, connectivity and networking gravity – and a weighted Composite Score maps to a provisional tier through fixed thresholds; the applicable Tier 1 or Tier 2 gate then determines final classification.
The classification is built for an industry in which a single ordinal ranking no longer describes how markets work. A market can be a region’s largest AI destination and one of its thinnest enterprise ecosystems at the same time, or its densest interconnection hub and one of its weakest AI stories. The four-axis structure holds those facts separately, so a reader can rank on the dimension relevant to a siting, investment or competitive decision rather than anchoring on a single blended number.
